President Bouteflika partakes in 12th Francophone Summit in Canada

El Khabar, 15 october 2008

President of Republic, Mr. Abdelaziz Bouteflika will fly by next Thursday, to the Canadian French speaking province, Quebec, representing Algeria in the 12th Summit of French Speaking Countries, scheduled taking place between October 17, and 19th. President Bouteflika has participated in numerous summits, while boycotting others depending on the up and downs of relationships between Algeria, and France. Algeria will take part in this French Speaking Countries Summit, as an observer member, as it was the case since the Summit that was held in 2002, in Lebanon. In the past, Algeria has opposed adhering to the Francophone Community. A high ranking official said this was because of the interference of France in Algeria’s internal affairs. During this summit, the members will discuss the access of Lithuania, and Thailand, while debating the willing of Armenia, to change its status in the Organization, to an active member. In this regard, Algeria is not clinging to get an active membership, but prefers being an observer member, in view of not responding to engagements imposed by France. Still, the President’s visit to Canada came following an invitation by Canada, France, and the EU Chairman. According to some observers, this latter will propose to President Bouteflika, becoming an active member. To recall, Algeria has justified such a proposal in the past, by the refusal of France to recognize its colonial crimes during the colonial era.
