El Khabar, 28 september 2008

The bill of the Constitution amendment has been submitted to the Constitutional Council, said the opposition party, the Gathering for Democracy and Culture, RCD.
In this regard, the party’s official website basing on a reliable source, announced that President Bouteflika has submitted the Constitution amendment bill to the Constitutional Council, in view of revising and approving it, to become the fifth Constitution of Algeria, since 1962.
In a call phone with El Khabar, the spokesman of the party, Mr. Mohamed Khendek, has indicated that the information is true as it is revealed to the party by a well informed source. He further said that the ambiguity of this issue has paved the way to several versions and rumours, which hinder the political parties taking a position on the issue.
According to the same speaker, the declaration of the Prime Minister, Mr. Ahmed Ouyahia, saying that the amendment of the Constitution is scheduled for the few coming days, is allusion by the regime to support the incumbent President to run for a third term.
Several articles of the Constitution will be amended, and especially those related determining the Presidential terms, as well as the prerogatives of powers. These amendments are aiming at correcting the errors of the Constitution elaborated in 1996.
